WHAT THE STATUTE DID NOT SAY\u00a0<\/strong><\/em><\/span><\/p>\n

When Benjamin F. Butler lived in Lowell, Massachusetts, he had a little black-and-tan dog. One morning, as he was coming down the street, followed by the dog, a policeman stopped him and told him that, in accordance with an ordinance just passed<\/strong><\/em>, he must muzzle the dog<\/strong><\/em>.<\/p>\n

\u201cVery well,\u201d said Butler.<\/p>\n

Next morning he came along with the dog, and the policeman again told him of the muzzling ordinance<\/strong><\/em> and requested him to muzzle the dog.<\/p>\n

\u201cAll right,\u201d snorted Butler. \u201cIt is a fool\u00a0ordinance, but I\u2019ll muzzle him. Let me pass.\u201d<\/p>\n

Next morning the policeman was on the lookout. \u201cI beg your pardon, General,\u201d he said, \u201cbut I must arrest you. Your dog is not muzzled.\u201d<\/p>\n

\u201cNot muzzled?\u201d shouted Butler. \u201cNot muzzled? Well, look at him.\u201d<\/p>\n

The policeman looked more carefully at the dog and found a tiny, toy muzzle tied to its tail.<\/p>\n

\u201cGeneral,\u201d he expostulated<\/strong><\/em>, \u201cthis dog is not properly muzzled.\u201d<\/p>\n

\u201cYes, he is, sir,\u201d asserted Butler. \u201cYes, he is. I have examined that idiotic statute and I find it says that every dog must wear a muzzle. It doesn\u2019t say where the dog shall wear the muzzle, and I choose to decorate the tail of my dog instead of the head with this infernal contraption<\/strong><\/em>.\u201d<\/p>\n
